The silicone skin/covers are bought as an addition to protect against scratches, they are included for free in the purchase at no additional price.
I have had these HTC VIVE 1.0 VR wands since November 2018, they were replaced as soon as the Valve Index VR Controllers came out.
They have been sitting on the shelf as a display showcase ever since.
May need to run the batteries completely empty & charge them full again as they have been sitting for a while.
